With new damaging photos out of Kristen Stewart totally macking on Rupert Sanders, we have an update on the living situation between the actress and what is seeming more and more like her EX boyfriend.

It was a lot more than one time, a relative of Sanders' has come out and said, though this relative doesn't seem to have any first-hand knowledge.
Either way, the result is the same: Robert Pattinson and Kristen Stewart really do appear to be over, making the MTV Video Music Awards on September 6 a must-watch: they are scheduled to present together.

Chris Kirby of Denver has chased storms across the Western Plains for five years, but sometimes, the storms come to him.
Kirby was up about 1-2 miles from the summit of Colorado's Mt. Evans at Lincoln Lake Saturday afternoon to test some Ham radio equipment, "and take some photos of the summit and the mountain goats," he said.
But then something came along a bit more interesting than the goats: a tornado.
He said it was very weak and just briefly touched the ground, but enough to count.
Tornadoes are rarely spotted in the mountains, but Kirby says sometimes the mountainous terrain creates so much shear and uplift that a weak tornado can spin up.
"One of those fluke events," he said. "This just happened."
He sent the photo to the National Weather Service in Boulder to see if by chance it was the highest altitude tornado on record in the United States. Turns out, it's the second-highest, but just barely missed the record. Their forecasters estimated Kirby's tornado touched down at 11,900 feet, based on Google Earth topography and line of site from the photo point to Mt. Evans.
The highest tornado documented on record was on July 7, 2004 when a hiker snapped a photo of a tornado at the 12,000 foot level in Sequoia National Park in California, the NWS Boulder office wrote on its Facebook page.
But Kirby is satisfied even with his tornado ranking No. 2.
"Being able to witness an event that was second highest, I don't feel any different," Kirby said.

The plan for allowing ivory to be traded legally for the first time in more than two decades will be fine-tuned and presented again in October, then considered for final approval next March in Bangkok. It was among the most hotly debated items at a weeklong meeting of the Convention on International Trade in Endangered Species of Wild Fauna and Flora, known as CITES, that ended Friday.
Some 300 delegates in Geneva agreed by consensus to a series of measures and sanctions on trade in endangered species. The ivory plan envisions a resumption in trading only from existing stocks gathered from elephants that have died as a result of natural causes.
A global ban on ivory trading took effect in 1989 to curb elephant poaching in Africa, but in the past decade the problem grew again with rising Asian demand for ivory chopsticks, statues and jewelry.
The long-running global debate over elephants has focused on the benefits of raising revenue from legal ivory sales that could be used to pay for conservation measures and ways of protecting local communities that live in close proximity to large and sometimes dangerous animals.
Proponents also have argued that legalizing the trade could dampen prices and, therefore, demand for ivory on the black market, but some conservation groups have said they remain skeptical that it will work and that in fact sales could only increase poaching. No culling or poaching would be authorized under the plan.
Much of the focus was on how to strengthen enforcement while also dampening consumer demand. Delegates agreed that effected nations must do more to control their markets and combat international ivory smuggling.
"You may say that there has been a sort of polarization here (over ivory) ? will you ban it totally, or will you allow something and if you allow something, you may also encourage smuggling," said Oystein Storkersen, the head of nature management in Norway who chairs one of CITES' main committees, told reporters. "As long as there is strong demand in the consumer countries, we probably will see people willing to risk going for ivory in the source countries."
Delegates also agreed to require that Vietnam, one of the biggest consumers of rhino horn, report back by September on how it is cracking down and to verify that rhino hunting trophies are taken for non-commercial reasons.
In parts of Asia, such as Vietnam, rhino horn can fetch the equivalent of U.S. street values for cocaine. It is crushed and consumed by people who believe it can cure diseases including cancer, fever and even hangovers, but doctors generally dispute that.
Delegates suspended trade in five reptiles ? the African chameleon in Niger, Fea's chameleon in Equatorial Guinea, the girdled lizard in Mozambique, and the yellow-headed temple turtle and orange-headed temple turtle in Laos ? and one African tree, teak, in Ivory Coast.
Delegates also decided to monitor crocodiles in Colombia, birds from the Solomon Islands, and a dozen other captive-breeding and ranching operations around the world.
But they agreed to lift previous suspensions and allow sustainable trade to resume for African teak and cherry in Congo, and for African grey parrots in Cameroon.

3RD CONGRESSIONAL DISTRICT ? Capitalizing on her blue-collar background, Missa Eaton, the Democrat candidate for the 3rd Congressional District, spoke to a small group of union workers who say their main concern is attracting good-paying jobs to Mercer County and stopping the flow of jobs overseas.
Todd Clary, president of USW Local 1016, organized Saturday?s rally in Veteran?s Square in Farrell, hoping to draw support for Eaton, who he says understands the concern of local workers.
?She came to speak at one of our meetings and we liked what she had to say. She understands our concerns and our family values,? Clary said. He said he wants someone to represent him and his co-workers who will focus on investment in the manufacturing sector.
Part of Eaton?s signature five-point plan includes encouraging public/private partnerships, creating incubator programs, establishing retraining programs for the unemployed and providing an incentive to private job creation. She said the 3rd District has ?wonderful empty infrastructure just waiting to be repurposed.?
Clary, a 40-year-old Clark resident who works at NLMK in Farrell, said the same topics come up time and again at the union meetings.
?We are losing customers to outsourcing. The price of gas keeps going up, the cost of health care keeps going up. Sharon Tube just shut down. We need someone who understands that,? he said.
Clary said he has attempted numerous times to speak with Mike Kelly, the Republican incumbent, but never received a return phone call. He said he spoke with an aide of Kelly?s but never with Kelly.
Kelly, the owner of a car dealership in Butler, recently made national headlines and appeared on news shows after a speech from the floor of the House where he accused lawmakers of creating too much ?red tape? bureaucracy that stifles the creation of jobs.
Eaton said she ?unequivocally supports the rights of workers to collectively bargain? and credits those unions for bringing about things that everyone enjoys, specifically weekends and holidays.
?We cannot forget that it was union workers before us who brought us the weekend, holidays and other benefits Americans now take for granted.?
She said she was happy to have garnered the support of the union workers. Donning a hardhat, she told the crowd of about 30 that, ?If you want someone who knows what it?s like to have two cars with rust on them, a mortgage payment and you have a pension you?re not sure you?ll ever see, then I?m your candidate.?
She accuses her opponent, whom she calls ?Millionaire Mike.? of being out of touch with American people and said she understands what residents of the 3rd District want, having gone door-to-door to speak personally to them.
The plan she presents touches on job creation, Social Security and Medicare protection, education investments, affordable health care and energy sustainability. Those issues, she said, are what come up time and again as she is campaigning.
Eaton recently won the Keystone Challenge, an online contest in which she garnered the most votes among 18 Democratic candidates vying for office. The win brings with it a prize of a fundraising email ?blast? sent out by statewide Democratic party fundraisers.
?I was very happy about winning that because it shows that we are getting the word out.?
Eaton, who also recently gained the support of former Gov. Ed Rendell, has about $84,403 in her campaign coffers, prior to the statewide ?blast.? She said she still has pledges outstanding and has recruited close to 300 volunteers.
Kelly acknowledged Eaton?s winning of the Keystone Challenge and, in a press release, said, ?Maybe she?ll show us her big award next fall.?
Rep. Mark Longietti, D-7th, introduced Eaton at the rally and discussed what he called a ?head-scratcher? when it comes to the ?out-and-out assault on the middle class by big business.?
?The middle class built this country. Two-thirds of the economy runs on consumer spending and big business used to understand that,? he said.
He repeated a quote from automaker Henry Ford, who, when he was asked why he paid his workers so much, said, ?Because I want them to be able to buy my product.?
Now, Longietti said, big business has turned its back on the middle class, shipping jobs and goods overseas, no longer caring if the middle class is strong enough to buy anything.
He also briefly touched on the voter ID controversy and said the law was intended to keep some from voting by requiring identification at the polls. The issue is being fought in court, he said, because it disenfranchises some 758,000 voters who don?t have the proper identification.
He praised Eaton for her ?shared experience? of being a blue-collar worker who understands tough times.

ASPEN, Colo. (AP) ? Poverty across the planet will be virtually eliminated by 2030, with a rising middle class of some two billion people pushing for more rights and demanding more resources, the chief of the top U.S. intelligence analysis shop said Saturday.
If current trends continue, the 1 billion people who live on less than a dollar a day now will drop to half that number in roughly two decades, Christoper Kojm said.
"We see the rise of the global middle class going from one to two billion," Kojm said, in a preview of the National Intelligence Council's global forecast offered at the Aspen Security Forum in Colorado.
"Even if some of the most dire predictions of economic upheaval" in the coming years prove accurate, the intelligence council still sees "several hundred million people...entering the middle class," Kojm said.
The National Intelligence Council analyzes critical national security issues drawing from all U.S. intelligence agencies. The unclassified global forecast, which is due out by the end of the year, tries to "describe drivers of future behavior" to help government agencies from the White House to the State Department plan future policy and programs, Kojm said.
The rising middle class will have little tolerance of authoritarian regimes, combined with the economic resources and education needed to challenge them.
"Governance will be increasingly difficult in countries with rising incomes," he said, adding "middle-class people have middle-class values and aspirations" for greater individual empowerment and are now armed with social media and other technological tools to bring that about, including the overthrow of repressive governments.
Education levels are also rising, with graduation rates for women set to exceed that of men if current trends continue.
On the negative side, Kojm predicted food demand will rise by 50% in the next 18 years, though global population will only rise from 7.1 to 8.3 billion. Middle-class people want middle-class diets, which are heavy in meat, requiring more water and grain to produce, he said.
Adding to that, "nearly 50% of humanity will live in water-stressed regions by 2030," he said.
But Kojm also predicted that new technological developments could help close the gap between food and water shortages and need.
More people will migrate to cities, he said. Some 50% of the world lives in urban areas now, rising to 60% by 2030.
The growth of the Asian economies, such as China, is expected to continue, but Kojm said the rising median age of China's workers means it may be overtaken by countries with cheaper labor like India, Vietnam and Indonesia.

A 33-year-old man?suspected of murdering his parents in Little Rock, Ark., and kidnapping their 12-year-old adopted daughter was in custody Sunday, police said.
The girl, Amber Whitlow, was with older brother Antonio Whitlow when police?arrested him?Saturday in Memphis, KARK 4 News in Little Rock reported. Amber was returned to Central Arkansas and is now in state custody, Little Rock police spokeswoman Sgt. Cassandra Davis said in a statement, according to KLRT.?She appeared unharmed.
Police issued an Amber Alert on Saturday after discovering the bodies of Bobby and Annette Whitlow, who were in their mid-60s. Amber Whitlow was missing. They asked people to look for a dark, 1997 Lincoln Town car being driven by Antonio Whitlow.

According to KLRT, a member of the Whitlow's church peered inside their home and saw Annette Whitlow on the living room floor by the fire place. Bobby Whitlow was later found in the kitchen. The police report, KLRT said, indicated that a knife or cutting instrument was the weapon that killed the couple.

Records show that Antonio Whitlow claimed to be mentally ill in 2007 before he pleaded guilty to assaulting a family or household member, The Associated Press reported. He was found fit to stand trial after a psychiatric evaluation and changed his plea to guilty. He was sentenced to a five-year probation ending in October.

KARK reported that he was also arrested in 2000 for shoplifting and forgery and in 1999 on a drug charge.

Ultimately, it all comes back to Whedon: His clear vision for each character and how they might be profitably intermingled; his unexpected knack for action choreography; his funny, tender, immaculately constructed script.
A spectacle in the grandest sense of the word ...
Whedon, a pop-genre magician best known for Buffy the Vampire Slayer, is a master of viewer manipulation - because he never gives up his own seat in the crowd.
The performances are so well-pitched in The Avengers, meshing with such vividness and ease, that it's tempting to overpraise the good but not great movie that surrounds them.
The filmmakers play a conservative game, not setting out to make a great movie but simply making sure not to screw it up an entire franchise.
Feels like actual Marvel Comics are being injected directly into your bloodstream. It's simply jaw-dropping.
While it reflects a movie culture that has traded originality for scale - one wonders if there's a shred of originality anywhere in the film - The Avengers is grand, throwaway fun.
Yeah, it's all that. A tent-pole cash cow for the studio, a dream come true for fans, and treat for action aficionados, 'The Avengers' comes at you as the first true "summer movie spectacular" of the 2012 season.
Wonderful blink and you'll miss them comic beats in the middle of the finale's mayhem. And what glorious mayhem!
The overlong, stale experience barely raises a fast pulse, as the movie quickly stumbles into a standard film structure and doesn't even try to break free.
... The movie isn't so much a work of storytelling as it is a marathon of wish-fulfillment moments for comic book enthusiasts -- punches peppered with punchlines.
The culmination of four distinct franchises is an exciting and entertaining product.
It's the humor that's The Avengers' strength.
Whedon's clear fanboy glee is irresistibly contagious to the audience, whether the heroes and villains go at it with fisticuffs or sharp, witty dialogue.
Comic-book movie delivers the goods
By the time the utterly routine (and decidedly endless) finale rolls around, Marvel's The Avengers has unquestionably squandered the potential of its premise and its cast...
Delivers big time with everything longtime fans and newcomers alike could possibly want in a summer blockbuster that definitely surpasses the hype.
This too-long adventure is a sensory overload --- complete with loud, protracted battle scenes and hunky super heroes who provide the necessary eye candy. It's also very funny, and highly entertaining.
There is much humor laced throughout the film, giving it an air of not taking itself too seriously -- which is as it should be in a film of this genre.
The Avengers lives up to every last ounce of hype.
It's a blockbuster that manages to please with intelligence and fun. Whedon makes it look easy.
It's all very smoothly done but comes without a hint of surprise or revelation.

An 18-year-old who was running from police died after he jumped over a wall at Niagara Gorge in Canada. NBCNews.com's Alex Witt reports.

Updated at 1:01 p.m. ET: A teenager was killed when he leaped over a waist-high wall to evade a pursuing police officer, only for both to?plunge more than 30 yards into?Niagara Gorge.
Ryan Dube, 18, was killed and the officer with the Niagara Regional Police Service suffered a broken leg in the incident at about 5 p.m. on Tuesday, authorities said.
During the chase, both of them mistakenly hopped a retaining wall and Dube fell to his death, they said.
His body was found about three hours later after a massive rescue effort that focused on Niagara Gorge less than a mile downstream from the famed falls, authorities said.
'The kid went off the ledge'
Dube fled from the officer who stopped him for questioning regarding violations of his curfew that was a condition of his probation, said JoAnne Turner, director of the Boys and Girls Club of Niagara, Canada.
"Apparently in an effort to flee the police officer, he went over and the police officer went right after him," she said.

Witnesses told news outlets they saw the police officer jump out of his vehicle to pursue the young man on foot.
"The kid went off the ledge, and the cop went with him," the?Canadian Broadcasting Corp.?quoted?witness Logan Tremblay as saying.
"I ran over the ledge to see if I could grab the cop or if the cop was still on the ledge, and as I looked, the cop was going. Like I saw part of his uniform and then it disappeared," Tremblay added.
"He was pursuing the suspect but for some reason, and this is probably strange to most people around here, is why the officer would have jumped over the wall too knowing how dangerous it is there. It?s kind of a mystery,"?local resident Ermanno Ceniccola told Toronto's National Post newspaper.
According to Canadian law enforcement officials, the officer suffered a broken leg and was airlifted to a nearby trauma center.
The Toronto Star said Niagara police identified the officer as Const. Jacob Smits.?The National Post said Smits remained hospitalized in serious condition.
"It's a very treacherous little stretch," Turner said, recalling incidents in which tourists straddle the wall for a better view of the falls before realizing the danger.

An independent investigation into the police's role in the incident will be conducted by Ontario's Special Investigations Unit, which was contacted by local police following the death in accordance with provincial law.
Dube was originally from??St. Catharines, Ontario, local reports said.
Father: He was trying to turn his life around
Turner said Dube had been staying at a local youth home, where staff said he had no behavioral trouble other than occasionally missing curfew.
"He was very well-liked by staff and residents," she said. "He was making good progress."
She said she did not know why Dube was on probation.
"It's just tragic," she said. "There's no other word to describe it."
Dube's father, Jean Paul Dube, told the Star that his son had been troubled and was in and out of jail, but was trying to turn his life around.
"He was making some good changes until this happened," he told the newspaper.

?A person shall not drive a motor vehicle while using an electronic wireless communications device to write, send, or read a text-based communication, unless the electronic wireless communications device is specifically designed and configured to allow voice-operated and hands-free operation to dictate, send, or listen to a text-based communication, and it is used in that manner while driving,? states the revised section of the state vehicle code.

NEW YORK (AP) ? Sprint Nextel Corp., the country's third-largest wireless carrier, on Thursday reported a wider loss for the second quarter as wrote down the value of its moribund Nextel network.
However, Sprint was successful in convincing smartphone subscribers to pay up for "unlimited data" service, and its service revenue zoomed, beating estimates.
Sprint's volatile stock jumped 68 cents, or 20.2 percent, to close at $4.05 Thursday. It was the highest level in nearly a year.
In the April to June period, Sprint's net loss was $1.37 billion, or 46 cents per share. In the same quarter last year, the loss was $847 million, or 28 cents per share.
Analysts polled by FactSet were on average expecting a loss of 41 cents per share.
It was the nineteenth straight quarter of losses for Sprint, which is struggling to compete with AT&T and Verizon Wireless. Still, Sprint raised its forecast for adjusted operating earnings for the year by 18 percent. The measure excludes interest expenses and writing down asset values.
Revenue at the Overland Park, Kan., company was $8.84 billion, up 6 percent from a year ago. Analysts were expecting $8.72 billion.
Sprint's goal is to complete the shutdown of Nextel in the middle of next year. It bought the network in 2005, a deal that proved disastrous. Nextel's strength is its walkie-talkie-like push-to-talk capability, but it's not built for smartphones or data service. Even as subscribers abandoned it, Sprint was saddled with the cost of maintaining the network.
CEO Dan Hesse said Thursday that Sprint is ahead of schedule in deactivating Nextel antennas. It's putting the space freed up on the airwaves to use for faster data service.
Customers on contract-based Sprint plans paid an average of $63.38 per month in the quarter, a record high and nearly as much as AT&T customers are paying, even though AT&T has had the iPhone, which attracts high-paying customers, for longer.
IPhones proved surprisingly popular at Sprint. It activated 1.5 million of the phones in the quarter, the same number as in the first quarter. AT&T and Verizon saw a drop in iPhone activations from the first quarter to the second, as the excitement around the latest model, the iPhone 4S, cooled. Sprint is the only one of the four national wireless carriers that still offers unlimited data service, and Hesse said that was a major reason Sprint keeps pulling in iPhone subscribers. However, Sprint offers relatively slow data speeds.
Hesse said that Sprint focused its marketing resources in the quarter on getting departing Nextel subscribers to move over to Sprint instead of to Verizon, which has been getting most of them. That gave results: 60 percent of those leaving Nextel switched to Sprint.
However, excluding these Nextel conversions, Sprint recruited practically no new customers to its contract-based plans, the worst result in years. Contract-based plans are the most lucrative, and the additions figure is closely watched.
Still, Sprint raised its forecast for adjusted operating earnings for the year by 18 percent. The measure excludes interest expenses and writing down asset values.
Christopher King, an analyst with Stifel Nicolaus, said he saw "troubling signs" in the poor subscriber recruitment compared with AT&T and Verizon.

ScienceDaily (July 12, 2012) ? Adverse childhood experiences (ACEs) can stay with us for life. New research published in BioMed Central?s open access journal Substance Abuse Treatment, Prevention, and Policy explains how these events can be tied up with adult smoking patterns, especially for women, and suggests that treatment and strategies to stop smoking need to take into account the psychological effects of childhood trauma.
ACEs can range from emotional, physical, and sexual abuse to neglect and household dysfunction and affect a large range of people. In one of the largest studies of ACEs survey over 60% of adults reported a history of at least one event.? ACEs are thought to have a long term effect on the development of children and can lead to unhealthy coping behaviour later in life.
Since psychiatric disorders, including depression and anxiety, are known to increase the risk of smoking, researchers across the USA collaborated to investigate the effects of psychological distress on the relationship between ACE and current adult smoking. The ACE questionnaire was completed by over 7000 people, about half of whom were women.
Even after adjusting the data for factors known to affect a person?s propensity for smoking, such as their parents smoking during the subject?s childhood, and whether or not they had drunk alcohol in the previous month), women who had been physically or emotionally abused were 1.4 times more likely to smoke. Having had a parent in prison during childhood doubled chances of women smoking.
Psychological distress increases the chances that any person (male or female) will smoke. Dr Tara Strine, who led this study commented, ?Since ACEs increase the risk of psychological distress for both men and women, it seemed intuitive that an individual experiencing an ACE will be more likely to be a tobacco cigarette smoker. However,? in our study, ACEs only to increased the risk of smoking among women.? Given this, men who have experienced childhood trauma may have different coping mechanisms than their female counterparts.?
Dr Strine continued, ?Our results show that, among women, an underlying mechanism that links ACEs to adult smoking is psychological distress, particularly among those who have suffered emotional or physical abuse or physical neglect as a child. These findings suggest that current smoking cessation campaigns and strategies may benefit from understanding the potential relationship between childhood trauma and subsequent psychological distress on the role of smoking particularly in women.?

BEIRUT (Reuters) - Syria's ambassador to Iraq defected on Wednesday in protest over President Bashar al-Assad's violent suppression of a 16-month uprising as the U.N. Security Council remained deadlocked over the next steps in the crisis.
"I declare that I have joined, from this moment, the ranks of the revolution of the Syrian people," Nawah al-Fares said in a video statement posted on Facebook. He did not elaborate or say from where he had posted the statement.
"I ask ... the members of the military to join the revolution and to defend the country and the citizens. Turn your guns toward the criminals from this regime," Fares said.
"Every Syrian man has to join the revolution to remove this nightmare and this gang which has reeked corruption across Syria and destroyed the state and society over the last 40 years, and to guarantee a bright future for the coming generations."
Fares, who has close ties to Syrian security, was the first senior diplomat to quit the embattled government.
He did not spell out his reasons for defecting, but repeatedly said government forces have been killing civilians.
There has been no comment from Damascus or Baghdad and the White House said it was unable to confirm the defection, hailed by Assad's opponents as a sign of crumbling support.
Assad's chief backer on the U.N. Security Council, Russia, remained firmly in the Syrian leader's camp. And the 15-member council made little headway after international mediator Kofi Annan asked it to agree on "clear consequences" if the government or opposition fail to comply with his faltering plan for a political solution to the crisis.
Fares, a Sunni Muslim and who had held senior positions under the late president Hafez al-Assad, is from Deir al-Zor, the eastern city on the road to Iraq which has been the scene of a ferocious military onslaught by Assad's forces.
"This is just the beginning of a series of defections on the diplomatic level. We are in touch with several ambassadors," said Mohamed Sermini, a member of the main opposition umbrella group, the Syrian National Council.
The defection of Fares could be a major blow to Assad, who wants to convince a skeptical world he is conducting a legitimate defense of his country against foreign-backed armed groups bent on toppling the government.
Fares' decision to jump ship follows the high-profile flight from Syria last week of Brigadier General Manaf Tlas, also a Sunni and once a close friend of Assad, whose minority Alawite sect has relied on Sunni allies to maintain control of Syria's majority Sunni population.
Tlas fled to Paris and has not spoken since of his intentions. Opposition sources said earlier that Fares was leaving Iraq but it was not clear where he would go.
"The apparent decision of yet another senior Syrian official to ditch Assad would be a chink in his armor," said one U.S. official, speaking on condition of anonymity.
"Although Ambassador Fares is not a member of Assad's inner circle, he's a respected Sunni figure and such a courageous act could help sway other Sunni elites to follow in his footsteps."
DIVIDED ON SANCTIONS
The apparent crack in Assad's diplomatic ranks came as international diplomacy inched along, plagued by divisions over what the next steps should be to address Syria's crisis.
Annan, appointed mediator by the United Nations and the Arab League, briefed the Security Council by video link from Geneva on the results of this week's diplomatic shuttle to Damascus, Tehran and Baghdad - three capitals forming a Shi'ite Muslim axis of power in the Middle East.
The deeply divided council must decide the future of a U.N. observer mission in Syria, known as UNSMIS, before July 20 when its 90-day mandate expires. It initially approved 300 unarmed military observers to monitor an April 12 ceasefire, which failed to take hold, as part of Annan's peace plan.
"He (Annan) called for the Security Council members to put aside their national interests and to put joint and sustained pressure on both parties with clear consequences for non-compliance," Britain's U.N. Ambassador Mark Lyall Grant said.
Russia and China, both veto-wielding permanent council members, have for months blocked moves by western and Arab countries aimed at increasing the pressure on Assad, leaving the council deadlocked.
Britain on Wednesday circulated a draft resolution to extend the monitors' mandate for 45 days and make compliance with Annan's transition plans for the country enforceable under Chapter 7 of the U.N. Charter, which allows the council to authorize actions ranging from diplomatic and economic sanctions to military intervention.
The draft resolution in particular threatens the Syrian government with sanctions if it does not stop using heavy weapons and withdraw its troops from towns and cities within 10 days of the adoption of the resolution.
The British text, drafted in consultation with the United States, France and Germany, counters a draft resolution circulated by Russia on Tuesday, which would extend UNSMIS for three months but makes no threat of sanctions.
Russia's Deputy U.N. Ambassador Alexander Pankin told reporters after Annan's briefing that Moscow believed sanctions were a "last resort".
IRAN, IRAQ SUPPORT
Annan said on Wednesday both Iran and Iraq supported a plan for a Syrian-led political transition in Damascus - buttressing his argument that Tehran should be involved in efforts to find a peaceful solution to the crisis despite the West's firm rejection of any Iranian role.
"Obviously, they will use their influence on the government and the parties in moving in that direction," he said.
But while Russia and China have also called for Iran to be included in the process, U.S. officials said there was still no sign that Tehran was ready to act constructively.
"Iran is definitely part of the problem in Syria. It is supporting, aiding and abetting the Assad regime materially and in many other ways and it has shown no readiness to contribute constructively," U.S. Ambassador to the United Nations Susan Rice told reporters.
Opposition leaders say there can be no peaceful transition unless Assad, who crushed popular protests from the moment they began, relinquishes power first. Assad, whose family has ruled Syria for 42 years, says he still has the backing of his people.
In Moscow, Syrian opposition talks with Russia ended in discord on Wednesday, and an opposition leader accused Moscow of pursuing policies that were helping to prolong the bloodshed in the country.
"The Syrian people don't understand Russia's position. How can Russia keep supplying arms? How can they keep vetoing resolutions? There needs to be an end to mass killings," said Burhan Ghalioun of the exiled Syrian National Council (SNC).
But one member of Syria's opposition said a broader shift may be starting in Moscow, which has stepped up its diplomacy in recent weeks amid hints it may be moderating its support for Assad as turmoil engulfs its long-time ally.
"We're trying to work out what exactly Russia is trying to do here. I think they're looking for a genuine solution," a member of the SNC delegation which held talks in Moscow said, asking not to be identified.
Assad's opponents say just under 13,000 armed and unarmed opponents of Assad, and around 4,300 members of security forces loyal to Damascus, have been killed since he launched a crackdown 16 months ago, using tanks and helicopter gunships to attack rebel strongholds inside Syria's biggest cities.
Activists on Wednesday reported a new bombardment of rebel areas of Homs, a hotbed of opposition to Assad, as well as fighting in many other parts of the country. State media reported on missile tests, part of war games that analysts say are a warning to Assad's foes.
Opposition figures have been calling for a no-fly zone and NATO strikes against Syrian forces, similar to those carried out in Libya last year which enabled rebel ground forces to end the rule of Muammar Gaddafi.
But while Assad has faced sanctions and international condemnation, major Western and Arab powers have shied away from the idea of direct military action.
