Trying to read between the lines of the Fed rate message (Reuters)

NEW YORK (Reuters) ? For a central bank that wants to make transparency its hallmark, the Federal Reserve's new forecast of nearly three more years of super-low rates has left room for a few doubts.

The Fed surprised markets last Wednesday when it extended its previous forecast for keeping its key interest rate "exceptionally low" until at least late 2014, more than a year longer than its previous guidance.

Ninety minutes later, the U.S. central bank published charts showing that more than a third of its policymakers expected a rate rise before 2014, whiplashing bond markets.

The difference in tone between the dovish statement of the Fed's policy-setting committee and the somewhat more hawkish-looking projections of its 17 individual members, has left some economists unsure as to when the Fed will start to reverse its historic, all-out support of the U.S. economy.

Some are re-examining the Fed's choice of language and questioning whether the term "exceptionally low" really means the current level of the Fed funds rate of zero to 0.25 percent.

Others are asking what the phrase "late 2014" means more precisely as they try to decipher the nuances of a central bank that is taking bold steps to support the economic recovery while at the same time stressing transparency into its inner workings.

"You can't possibly know with any degree of confidence what will unfold given this degree of uncertainty," said Michael Moran, chief economist at Daiwa Capital Markets, in New York, referring to the wide range of views on where rates are headed. "You just have to keep an open mind on monetary policy."

The Fed has kept short-term rates below 0.25 percent for more than three years already and purchased some $2.3 trillion in long-term securities to help the U.S. economy claw its way back from a brutal recession.

With the recovery still fragile and at risk from fallout from Europe's crisis, the Fed is running out of tools and has turned to making statements about its intentions over the coming years in the hope of assuring skittish markets that it is committed to sticking with its super-loose monetary policy.

That could keep longer-term rates low in the open market. Low rates usually encourage economic activity and boost hiring.

This delicate management of expectations is playing out just as Fed Chairman Ben Bernanke is shining a light on what in the past were the central bank's opaque internal deliberations.

The first-ever release last week of projections by Fed policymakers of where they expect interest rates to be over the next few years revealed a remarkably wide range of views.

Three officials expected a rate rise as soon as this year. Two others did not see that happening until 2016.

In an early sign of confusion, yields on 10-year Treasuries dropped after the Fed's late-2014 comment on Wednesday and fell to as low as 1.92 percent. They bounced back to 2 percent after the rate projections were revealed.

Asked for clarity by reporters, Bernanke made it clear that the statement from the Federal Open Market Committee, which sets rates and currently has 10 voting members, prevailed over the 17 individual projections.

"The FOMC will always, in some sense, trump the projections of forward interest rates," he said.

But Charles Plosser, president of the Philadelphia Fed and among the most hawkish of the Fed's top officials, acknowledged on Monday that the FOMC's statement was "not as clear as it could have been."

Having low rates until late 2014 is "conditional on the evolution of the economy. I think that we don't make that clear enough," Plosser told CNBC television.

"A lot of people have been reading the statement as if it was a commitment and it is not a commitment."

ALL EYES ON 2014

Plosser, who has focused more on keeping a lid on inflation than lowering the 8.5-percent U.S. unemployment rate, confirmed that he was one of the three officials forecasting a rate rise this year. He is among those skeptical of the Fed's ultra-easy policy and its talk of standing pat for some time to come.

Six of the FOMC's 17 policymakers saw rates rising to between 0.25 percent and 2 percent by the end of 2013. By the end of 2014 they were joined by a further five who expected increases in borrowing costs and as a group they saw rates between 0.25 and 2.75 percent, with a median of 0.75 percent.

The other six projected no change until after 2014.

Adding to intrigue over the path ahead for rates, Plosser, fellow hawk Richard Fisher of Dallas, and Minneapolis Fed President Narayana Kocherlakota, a moderate hawk, all regain positions on the FOMC in the critical year of 2014.

Bernanke, along with vice chair Janet Yellen and William Dudley, the influential head of the New York Fed, has steered the Fed's policy moves. But the chairman's current term expires in early 2014, adding to the uncertainty on the horizon.

Since August, when Bernanke clearly implied in a speech that "exceptionally low" rates meant zero to 0.25 percent, Wall Street has run with that assumption.

Now some economists are reading between the lines.

"There are different definitions of 'exceptionally low' levels of the federal funds rate. Perhaps one could think of any rate below 1 percent as exceptionally low," said Thomas Simons, money market economist at Jefferies & Co, who co-published a note to clients on the topic.

"What is your definition of late 2014? Maybe it's September," Simons said.

Accordingly, futures traders are hedging their bets over what the Fed will actually do.

According to rates contracts at exchange operator CME Group Inc, traders are pricing in a 48 percent chance that the first rate hike will occur in June, 2014. There is a 62 percent chance that it comes in July, 2014.

Economists at FTN Financial argued the Fed's statement was intended to reinforce the primacy of the FOMC over the broader group. "The unspoken message is that there are enough voting members at or near zero to keep rates unchanged even if others at the Fed disagree," they wrote last week in a note to clients.

Time short for Gingrich to close gap in Florida (AP)

MIAMI ? Newt Gingrich slammed GOP rival Mitt Romney on Sunday for the steady stream of attacks he likened to "carpet-bombing," trying to cut into the resurgent front-runner's lead in Florida in the dwindling hours before Tuesday's pivotal presidential primary.

Surging ahead in polls, Romney kept the pressure on Gingrich, casting him at an appearance in south Florida as an influence peddler and continuing his heavy advertising blitz questions the former House speaker's ethics.

In what has become a wildly unpredictable race, the momentum has swung back to Romney, staggered last weekend by Gingrich's victory in South Carolina. Romney has begun advertising in Nevada ahead of that state's caucuses next Saturday, illustrating the challenges ahead for Gingrich, who has pledged to push ahead no matter what happens in Florida.

An NBC News/Marist poll published Sunday showed Romney with support from 42 percent of likely Florida primary voters, compared with 27 percent for Gingrich.

Romney's campaign has dogged Gingrich at his own campaign stops, sending surrogates to remind reporters of Gingrich's House ethics probe in the 1990s and other episodes in his career.

Gingrich reacted defensively, accusing the former Massachusetts governor and a political committee that supports him of lying, and the GOP's establishment of allowing it.

"I don't know how you debate a person with civility if they're prepared to say things that are just plain factually false," Gingrich said during appearances on Sunday talk shows. "I think the Republican establishment believes it's OK to say and do virtually anything to stop a genuine insurgency from winning because they are very afraid of losing control of the old order."

Gingrich objected specifically to a Romney campaign ad that includes a 1997 NBC News report on the House's decision to discipline Gingrich, then speaker, for ethics charges.

Romney continued to paint Gingrich as part of the very Washington establishment he condemns and someone who had a role in the nation's economic problems.

"Your problem in Florida is that you worked for Freddie Mac at a time when Freddie Mac was not doing the right thing for the American people, and that you're selling influence in Washington at a time when we need people who will stand up for the truth in Washington," Romney told an audience in Naples.

Gingrich's consulting firm was paid more than $1.5 million by the federally-backed mortgage company over a period after he left Congress in 1999.

Former Pennsylvania Sen. Rick Santorum, trailing in Florida by a wide margin, stayed in his home state, where his 3-year-old daughter, Bella, was hospitalized. She has a genetic condition caused by the presence of all or part of an extra 18th chromosome. Aides said he would resume campaigning as soon as possible.

Texas Rep. Ron Paul, who has invested little in Florida, looked ahead to Nevada. The libertarian-leaning Paul is focusing more on gathering delegates in caucus states, where it's less expensive to campaign. But securing the nomination only through caucus states is a hard task.

The race began moving toward a two-person fight in South Carolina, and has grown more bitter and personal in Florida.

The intense effort by Romney to slow Gingrich is comparable his strategy against Gingrich in the closing month before Iowa's leadoff caucuses Jan. 3.

Gingrich led in Iowa polls, lifted by what were hailed as strong performances in televised debates, only to drop in the face of withering attacks by Romney, aided immensely by ads sponsored by a "super" political action committee run by former Romney aides.

Gingrich has responded by criticizing Romney's conservative credentials. Outside an evangelical Christian church in Lutz, Gingrich said he was the more loyal conservative on key social issues.

"This party is not going to nominate somebody who is a pro-abortion, pro-gun-control, pro-tax-increase liberal," Gingrich said. "It isn't going to happen."

But Gingrich, in appearances on Sunday news programs, returned to complaining about Romney's tactics, rather than emphasizing his own message as that of a conservative with a record of action in Congress.

"When we get to a positive idea campaign, I consistently win," Gingrich said. "It's only when he can mass money to focus on carpet-bombing with negative ads that he gains any traction at all."

Romney and the political committee that supports him had combined to spend some $6.8 million in ads criticizing Gingrich in the Florida campaign's final week. Gingrich and a super PAC that supports him were spending about one-third that amount.

Gingrich worked to portray himself as the insurgent outsider, collecting the endorsement of tea party favorite Herman Cain, whose own campaign for president foundered amid sexual harassment allegations.

It was unclear how aggressively Gingrich would be able to compete in states beyond Florida. The next televised debate, a format Gingrich has used to his advantage, is not until Feb. 22, more than three weeks away.

Romney already has campaigned in Nevada more than Gingrich, is advertising there, and stresses his business background in a state hard-hit by the economy. His campaign welcomed the Sunday endorsement of the Las Vegas Review-Journal, Nevada's largest newspaper.

Michigan and Maine, states where Romney is well-positioned, also hold their contests in February. Arizona, a strong tea-party state where Gingrich could do well, has its primary Feb. 28.

Evan Dunham stops Nik Lentz at UFC on Fox 2

CHICAGO -- Evan Dunham finished off the preliminary card of UFC on Fox 2 with a pummeling of Nik Lentz. Dunham won after two rounds because of a doctor's stoppage.

Both fighters were light on their feet and throwing several punches early in the round. Lentz tried for takedowns, but Dunham was able to spring back to his feet. Dunham got a big takedown late in the round.

Again in the second round, Dunham got the takedown. When they returned to their feet, they traded leather, smiling as they threw abuse at each other's bloody face. Dunham broke from their punchfest to get another takedown. He tried for a guillotine, but when he couldn't choke Lentz out, Dunham punished him with elbows. They returned to their feet in the final thirty seconds, with Lentz's face showing the damage he sustained in the round. Because of the damage, the bout was stopped before the third round began.

Dunham is now 13-2, while Lentz falls to 21-5-2.

Iran is gearing up for elections and it isn't pretty

The arrest of at least 10 reporters since the turn of the year and new Internet restrictions point to a battening down of social control ahead of Iran's March elections.

The international focus may be on Iran's nuclear program and all the war talk that's surrounded it. But less noticed is that Iran is gearing up for parliamentary elections in March. Every early sign is that it will be as closely controlled an affair as the 2009 presidential contest that kept Mahmoud Ahmadinejad in power for a second term.

Iran's supreme religious leader Ayatollah Ali Khamenei may have called Mr. Ahmadinejad's landslide victory a "divine assessment." But forces other than God probably had a hand in Ahmadinejad's victory; there was strong evidence of widespread fraud, which sparked protests on a scale not seen since the 1979 Islamic Revolution.

While those protests have since been quashed, the grievances behind them remain. If anything, they have gathered in strength, with an economy suffering blows from US-led international sanctions and ongoing crackdowns against citizens. The smart money is on a parliamentary election whose results are massaged, much as the presidential elections were. But even fixed results will still show shifts in Iran's complex political landscape.

All of this matters because Iran isn't the religious dictatorship that the West imagines. A democracy? Hardly. But there are factions within the elite, and powerful forces in broader society that have influence. Supreme religious leader Ayatollah Ali Khamenei's power may be vast, and in theory stems from him being an emissary of God on earth, but in practice he has to bow to more prosaic concerns. There has been persistent speculation throughout the year that Ayatollah Khamenei is fed up with Mr. Ahmadinejad's obsession with end-times millenarian beliefs, representing just one of the fissures on the right in Iran.

Though the country is putting on a brave face internationally, there is evidence that the contradiction of having nominally democratic institutions under a theocratic umbrella is growing ever tougher to sustain. The country is desperately trying to tamp down on the free flow of information.

Human Rights Watch reports that 10 journalists and bloggers have been arrested since the start of the year and the arrests "appear to be part of the government?s most recent campaign to disrupt the free flow of information ahead of parliamentary elections."

Most of those were arrested by armed government agents storming their homes. Human Rights Watch says all of the detainees "have been associated with reformist papers or websites critical of government policies."

The Committee to Protect Journalists says that Iran had 42 reporters locked up last year, the highest number in the world.

'DIMming' cancer growth -- STAT: Diindolylmethane suppresses ovarian cancer

Ovarian cancer is a major cause of death worldwide. Approximately 25,000 women will be diagnosed with ovarian cancer this year and 15,000 women will die from it in the United States alone. The novel anti-cancer drug diindolylmethane (DIM) has been shown in laboratory to inhibit the growth of ovarian cancer cells. New research published in BioMed Central's open access journal BMC Medicine has looked in detail at the action of DIM and showed that it works by blocking the activation and production of the transcription factor STAT3. DIM also enhances the anti-cancer effect of the platinum-based chemotherapy drug cisplatin.

Scientists from Texas Tech University Health Sciences Center, Amarillo already knew that DIM inhibited the growth of ovarian cancer cells but have now found that DIM causes ovarian cancer cell death (apoptosis). Not only was DIM able to kill cells but it also prevented cell invasion and angiogenesis, both of which are necessary for a cancer to grow.

STAT transcription factors are involved in the growth and survival of cells and are switched on by growth factors and immune system messengers (cytokines) such as IL-6. STAT3 is activated in 90% of ovarian cancers, however DIM was able to inhibit activation of STAT3 by preventing phosphorylation in response to IL-6. In a double whammy DIM also reduced the amount of IL-6 and the growth factor involved in angiogenesis (VEGF) in ovarian cancer cells.

Women with ovarian cancer are often treated with platinum containing chemotherapy drugs. However patients treated with cisplatin often relapse or fail to respond and cisplatin resistance is known to be associated with an increase in STAT3. In this study the combination of cisplatin and DIM suppressed tumour growth in mice by an extra 50% compared to cisplatin alone.

Prof Sanjay K. Srivastava and Prabodh K. Kandala who performed the research explained, "DIM increases the effect of cisplatin, without being toxic to normal ovarian cells, by targeting STAT3 signaling and increasing apoptosis. Cisplatin is very toxic and has severe side effects. If co-treatment with DIM means that a low dose of cisplatin can be given to patients without the loss of therapeutic effect, but with reduced side effects, it would represent a significant breakthrough in clinical practice."

Van der Sloot appeals sentence in Peru (AP)

LIMA, Peru ? Joran van der Sloot's attorney says he has appealed his client's 28-year sentence for murdering a young Peruvian woman he met in a Lima casino.

Attorney Jose Jimenez says the three judges who sentenced Van der Sloot on Jan. 13 did not take into account his client's initial confession to police.

Jimenez said Monday that Van der Sloot never denied killing Stephany Flores. Her May 2010 death came five years to the day after the disappearance in Aruba of Alabama teen Natalee Holloway.

Van der Sloot remains the main suspect in that case.

He is at Piedras Gordas prison north of Lima, where his lawyer says he is temporarily segregated from other inmates.

Jimenez says the appeal was filed last week.

Hitachi to halt domestic production of Wooo LCD and plasma TVs, Mitsubishi to axe optical discs?

Hitachi's line of domestically produced Wooo TVs is coming to an end, now that the manufacturer has confirmed plans to close a major plant in central Japan. In an announcement issued today, Hitachi said it will shutter its factory in Gifu, where some 100,000 LCD and plasma TVs are produced each month. Citing industry-wide price competition as the deciding factor, the company went on to clarify that the facility will shut down by September of this year, and that it will instead be used to manufacture projectors and chips. Hitachi will, however, continue to offer non-Wooo TVs manufactured by non-Japanese contractors. Japan's Asahi Shimbun, meanwhile, is reporting that Mitsubishi has decided to terminate domestic production of DVDs and Blu-Rays, due to declining sales of each. From now on, optical disc manufacturing will instead be outsourced to partner companies in India and Taiwan. For more details, check out the post-break press release.
